Depends, what you mean by beating the game...
You could say you have beaten PG's main story campaign when you beat Mantis Queen on final Draconis storymission. But of course game continues after that with Sirius and Tau Ceti.

If you are asking if it is possible to beat all the story missions then yes. Plenty of people are in sirius. They end with the queen. However, there are other missions in sirius so there is really no "beating" the game. There is no end. It goes on... thats the beauty of it. Enjoy
