I believe that in the first paragraph, you stated that the O/S has the ability to take 3 bars. I can only take your word on that as I don't PvP often and when I do, I generally PvP against a tank. But you did say that it was over-powered so I feel it is safe to assume that unless the armor of the ship (sniper) is reduced, then the power of the O/S should be reduced.
You later stated that the strike should respond faster. I don't disagree with that point, but what SS did was to reduce the power of the O/S as well as lengthen the time from activation to explosion therefore making it useless.
As I said, the timing should not be instantaneous, but there should be an opportunity to hit your target and cause some damage.
I have tried to compare the weaponry of the sniper and the storm. The best weapon on the storm is the thermoblast, Sniper has the O/S.
The thermo never misses. Although it has a long cool down period, the damage is not instantaneous. Therefore, any attempt to use the repair droid while the thermo is active has very little affect. Rockets and aim generally finish the job.
The orbital, though damage causing, is stationary. A good pilot understands that and respond accordingly and be ready to move as soon as it is seen. Most pilots however get too involved in the fight and fail to move. Correct me if I am wrong! The real world equivalent to the orbital is artillary. It falls upon the enemy will very little warning and can be called from any soldier anywhere. I don't think I have to mention its damage dealing affect.
I think that the only weapon similar to the O/S is the aggrobomb. What I have notice is that the amount of damage received corresponds directly to the location of the target within the blast area. The most damage is sustained at the very edge ot the blast area, minimal damage in the center. Maybe the O/S should be modelled in a similar manner.
As for as the armor value comparison, the sniper has the weakest armor available, except that in Sol, it is the rare ship and therefore has the additional armor. The engineer has equal armor, but I don't feel that ship is either offensive or defensive. I used to pilot the engi but refuse to do so unless part of very stron squad that can protect it.
I base my opinions on "The Hitchhiker's Guide to Pirate Galaxy" I feel that the website is is quite accurate and up to date.
