server down for the 2nd time??

16:12pm gmt server goes down for 2 -3 mins for the second time this also happened last night too short black out, anyone any idea some noob don't know how to fix something so they turn server off and on? gets annoying if you are on a mission and server goes down so get disconnected, also website was down too for 2 -3 mins not my connection as other people experienced this too>,
