Offline client?

When the devs are testing out new features. Do they have an offline client they use? In that case. Is there any possibility that u can release the offline client to the public? Make the whole game as it is now as an offline client so we can play the game when we dont have wifi. Let me explain. I work out on the ocean. And the wifi here sucks. So it would be a really good thing to have an offline client to play on in my free time, just for the fun of it. Killing time. Obviously i wont reach out trough the whole game. Doing all the story missions alone aint gonna happen. But that is not the point. The main thing i would do on an offline client is just to cruise around and shoot stuff. Nothing more apparently. I mean there is a hell-a lot of achivements that can be completed offline. I love massive achivement goals so that would be a really good time killer. :mrorange:
