Avatar upload won't be enabled. It is restricted to the staff.
The reason why it is like this is simple.
Avatar attract attention and highlight posts. As the current forum isn't giving much of a highlight for staff message we will use it as a tool.

what Sayyadin mean is:

Only staff will be permitted to upload avatars. Currently there is no function to highlight staff posts so we will use an avatar to do this.
