because the rule is unforcable.
Also, it is your choice to risk your ship by turn on
PM= Pirate Mode.
So reporting players who are higher levels than
won't get punished because you were the one who turned on your pm.
It indicates you want to pvp= Play v player.
Also about extra xp again your risking your ship by turning on pm.

i find Noob killing dishonourable cause ppl in AnIn-1300/1450s atn't even a challenge espesialy if u have a STAM-R Storm or something simlar
