First off- *note since i don't know current top membership name, i'll call it by its old name, elite*
I actually agree 100% is too much. At least make it 95% at the very least. Why?
-High levels just grind away at lower systems. This was usually prevented or restricted by the smaller e around there. Before elite member ship allowed you to stockpile e and periodically go to a higher planet to refill. Now elites can just grind there forever.
-Contrary to belief, it gives an advantage in PvP. Not only at the self ressurecting part, but conquests. I have enough e to do fill up and fight in a vega conquest nonstop without an e break, but if i so much move into an antares cq i would run out of e. Now imagine sol. Regular people fight until they run out of e and have to abandon or escort the cq ship to an e field to refill. Elites will trail and shoot at the now helpless normal people.
-With all memberships except elite, you have to at least be vaguely know where the e fields are. With normal you absolutely have to know so you can plan your trip back there. If you don't know e locations or don't keep track of your e level, you are stuck in hostile territory basically unarmed. This also applies to the other 2 lesser memberships. Elites don't need to care, notice, or plan trips to e fields.
Second point- DO successful?
Let me enlighten you on how DO is successful.
Fat money boy cranks out $300 for best equips. He picks on random noobs. Some noobs in their extreme blind anger crank out $350 to beat him. Fat money boy goes to $400. Meanwhile, the former noob realizes his bad mistake and takes his anger out on other non-elite noobs. Those noobs crank out more money. A few noobs use their now elite equips to try some PvE. Majority still kills noobs.
That cycles goes on and on and on and is how DO is successful. Since PG isn't forced PvP like DO, i suggest you don't aspire to become like DO.
