Fixed Mines from lower-armor ship too much HP

Description:

1. Explain the problem. mizar-armor slate dropped a tau ceti mine, and it took several tau ceti blasters to kill the mine (in full-armor bullfrog). Probably more than five blaster shots.
2. Where did it happen? Terasa LZ on the PTR same night as I'm posting this.
3. How can it be reproduced? see above
4. Additional information. there was also a draconis-armor locust with draconis items shooting, I guess? The slate was full TC gold items.
