Is this meant to happen?

I would bug report this, but im not sure if its just the xp bar not updating after every kill or not. For some mantis units it appears you get no xp for killing them, but then it jumps randomly every 3-5 kills... Is it supposed to do this or is it a bug?

yeah I assume that it doesn't go further every kill or that it's just too small to see that you get xp,

Depending at the time, the server may have to catch up with the amount of pilots online

ithis is why itd be nice to have a number or percent of xp remaining so that it could be confirmed that enemies sometimes dont give any xp. But thats an old suggestion.
