How to Create/Join Alliance?

Now as it says in Title, how to Create or Join an Alliance?

Honestly there are things like these explained nowhere in the Game.

To create an alliance, you must go to the profile of a fleet and you can click invite to the alliance.
But this requires that the fleet in question is not alliance.
To join you must wait for a one invites you ^ ^
