To create a new alliance an Admiral of a Clan needs to go to the Clan profile of another Clan and then click on the "invite" button on the Alliance Section. A new window will pop up where you can give the alliance any name (yes it can also be the name of your clan). Just remember you will have to change the default name that appears in the dialogue box, which should say "New Alliance", to whatever you would like to name your alliance.
If your Clan wants to join an existing alliance, you need to contact the founder clan admiral and ask this pilot to send your clan an alliance invitation.
