Have you seen this NPC in Jumpship hangar?

I never noticed this guy flying around in the Jumpship.
I don't know any story mission where he appears.
Who would like to see him in a Special Mission? Maybe RDX Mission B NPC? Or the new SDX-ship for Oort-System?

If he is already existing in Sol, I guess he would be a great guest for special missions of RDX events
