It’s simple: they have multiple secondary accounts and fleets, and they arrange CQs between themselves using those secondary fleets (by spending more archives than the other fleets with the secondaries). They move pilots and/or secondary accounts around and in this way maintain enough accounts to make several fleets fight each other, ensuring that the main fleet earns more points than the rest.
In other cases, if their ranking is at risk, they do the same thing so that other fleets can’t go out and score points.
Proof? After sending clear logs of account movements, the GMs say: “We can’t do anything unless someone from inside confirms the cheating.” That’s like asking a thief to confess, otherwise you can’t punish him.
