Is it ship/tech level that goes by the level of mantis.. or is it pilot rank

And whats the 0 warscore limit, 6 levels below our level, 8 levels or what

Can someone tell me please..

-i think that that the warscoresystem are still on the worktable. -we have to wait and see what they come up with, (untill they change it again?
