not sure how this will fly but anyway how about cq planets if held for over a certain length of time by one clan can come under mantis attack by emperor could be invasion or maybe go as far as to have his own cq ships or drop ship could be a strike team of snipers or just regular mantis ds,s and so on .or perhaps cq with gms every now and then .
