Are people still having issues with the bounty list not showing players in pirate mode that are in the same system? If so then I think it's an update issue, if you're on planet surface for a while the list won't always update, i'm not sure about orbit but probably the same effect. I noticed this when i stuck pirate mode on myself. when I was on the planet surface it didn't update even for me to say i'm in pirate mode but when I orbitted I was there in the list. So maybe it's an update issue and orbitting and/or landing might be a quick fix for ya.

This is a bug, and if it hasn't been corrected, people probably has been reporting it only on forum, but not done a proper bug report filing a ticket.
Try to do that first please, and remember to provide it with screenshots, and a clear explaining of the bug.
