my overlay doesn't work though :/

it only shows up in windowed or borderless windowed mode, the latter of which is not a thing, unfortunately.

fullscreen is not borderless windowed mode

Fullscreen in other games is not borderless windowed you're correct, but in this game it has the same effect as Borderless as it doesn't hog the mouse when game is on focus and making another window the focus/alt tabbing doesn't minimise Pirate Galaxy.
