that right there will solve your problem. If you take the person on the faulty side of the screenshot and on the 1st fault, 1 day ban and the 2nd time it is a perma-ban. It really reminds me of a quote one of my friends used to say(RIP)..they were suspended on 1st offense for 1 day, second offense was a permanent suspension.

That was removed, and is no longer valid.
Now the new achievement system has implemented achievement points for to do missions with pm on, specially in squads, so now more people want to fulfill that part of it.
What everyone has to always remember is that it is everyones own risk when they hit that skull button.
Harassment can be explained like lets make an example, there are 2 enemy clans, 1 player in the other clan go grind solo on high level harvesters, and some enemy clan members appears, they start to shoot player 1's harvester so it will drop much more inters than when grinding carefully solo.
This will cause the player 1's death. Repeated this is harassment.
Dragging mantis to a known sm spot for to get the player who do the mission killed.
Pushing someones nervs to edges to provoke them to say bad words, then taken screenshots by the one who provoked, that is harassment.
A player following other player with purpose of to shoot the same mantis and take the kills and drops.
Players bullying one player verbally, but with care they don't break rules, with effect that the one they bully will burst out bad words what can be reported. Provoked aggressive behavior on a player.
Mostly you can use common sense to figure out what is real harassment, and what is not.
Also do remember that behind those player chars, there are real people with real feelings.
These above are examples, but what has to be followed by a solid proof in form of screenshots, or even video.

I dont agree with everything given as an example as to what harassment is. Game play is game play!! If someone goes about shooting harvesters that others are carefully shooting to control the intercept drop rate and it casues too many to drop and therefore pod the ones trying to control it... you call that harassment? Rubbish! It is game play, annoying yes, but NO ONE OWNS ANY MANTIS. It is simple MANNERS to leave pilots in such situations alone to carry on their endeavour.. . to consider it harassment is silly!
The ONLY harassment in game that needs action is VERBAL ABUSE or HARASSMENT! Typed words to someone of a nature that is meant and seen as harassing.
Leave game play OUT of it! Or it will get too ugly to control!
