When the language is set to english the commander units blueprint is shown (Vega Ancient Strong Speed Acuator)
When the language is set to german the blueprint is not listed: (should be Vega Ancient Starker Beschleuniger)
The bug might be caused in this example by the blueprint "Draconis Ancient langer Materialisierer" which has a new line. So in your code you might only print out the first 11 lines instead of the first 11 items.
