Suggestions:
The fact that Draconis pilots can sit in Lustra harvester fields to grind a gold skull is in a word "exploitation."
Not to mention the lag created by pilots tagging multiple harvesters to orbital strike 50-60 intercepters at a times. I crash anytime I go near those areas of high level pilots killing so many mantis with one shot.
Have the option for standard missions to fly for or against a squadron doing the mission. (see Clan war for more ideas about pilots choosing sides for specific time period)
If a pilot chooses to do a story mission the pilot can be randomly assigned to a squad, manually select one, or fly it solo.
For Clan wars: Should have the option of turning WAR mode on / off. So it becomes timed event. If Clan wants to go to war, they select timer, and for a period of time they are all automatically put into pirate mode until podded. Without being able to go back into pirate mode until war is over. Last pilot flying in pirate mode wins. That would be a real GOLD skull.
For these clans that go around podding lower levels, then leaving the clan so a higher ranking pilot in the Clan can hoard the bounty is not fair either. They just leave their Clan, long enough to protect bounty, then return to Clan out of pirate mode. How is that any different than turning pirate mode off after killing a rival.
Should have an open battle planet in each system for same system pvp, war, and or open fighting. Would be really nice if while on planet pilots, did not lose cryonite, use energy, and limit to system tech and ships or lower. Like an asteroid field held solely by pirates in each system.
