I wanted to give my 2 cents on these changes coming soon - and I wanted to condense it for easier reading, as jumping between 3 or more different pages can be confusing.
THIS INCLUDES SPECULATION AS WELL AS DETAILS - I do not know everything, but this is what I've gathered from what has been said in 3 different locations into one spot, and it was annoying for me to figure out this much.
Maybe I'm reading a bit into this (and maybe this is supposed to be a little secret) but I've pieced together some interesting details to note below about TC tech, compiled and simplified, and it paints an interesting picture so far (assuming the spoilers are still holding mostly true)
Regular/TC blue tech: ancient Sirius tech variants required to unlock (note that the tech is just listed as 85-91, and no secondary tech at 91 as rare tech would appear to be.)
TC rare/special tech: rare tech from all systems below (or multiple systems) (Shown to be true on Feb 7 post - "Rare Tau Ceti items will require a lot more of the ancient items including the rares and ancients from previous systems" http://forum.pirategalaxy.com/viewtopic.php?f=522&t=40998&start=160#p192530)
TC rare ships (either above or this must be true, or Easter Event description was very deceptive) maybe rare ship blueprints used from systems below - if following patterns shown above.
Note, in the recent announcement for Easter Event, it says "You may want to get any rare blueprints since they will be needed for decrypting rare blueprints in TC!" Now, most have taken this as only pertaining to tech, but this could also include the Easter Event ships. If it is only the tech, however, the pattern as stated above is what I think is most likely - requiring the rare variants from most if not all systems (and probably all 3 Sirius tech variants). Again, the blueprints mentioned could include the rare ships.
If they do indeed include the tech, I would be VERY skeptical if they did not put it in as a rare drop in the future, because that's simply then a period of waiting for something (yea . . . once a year?), or just pay to unlock. Just a bit too blatant of a cash-grab to me, and I imagine TC enemies might drop those golds to compensate, or have it added to the drop tables in Mizar/sol. The ships, on the other hand . . we have a precedent for rare ships being somewhat exclusive in the past, and getting the Easter Event ships isn't exactly impossible with a good group and a weekend, and they have been available for a long time.
I see many possibilities with this system, but the rare blueprint discussions are EXTREMELY interesting to me. Collect every rare blueprint you can this weekend and next, because it seems we will almost certainly need them for TC rare tech.
TLDR; gather rare blueprints, I think we'll need them for TC rares, and don't skip out on the ships either, as it could be the Easter Ships are also needed for rare ships later (or even the regular ships. Who knows?)

I am not an "official" source, or even that good at this, but I've wanted to help condense this (for people coming back to the game) for a while now, because it took me a good 3.5 hours of confusion for me, and some things are still VERY ambiguous, even when read correctly.
