You can play game pretty well on if connection speed to internet is 1 Mbps or more.
Really depends how much is happening on screen and on planet/orbit you currently are.

for CQ battles, i know you must use the correct system CQ ship, but what about my clanmates and allies, do they need to use vega ships and tech?

On any CQ, you can only use highest tech available for the current system or lower system tech.
Vega ships and Vega tech is for Vega, Antares ships and Antares tech is for Antares and so on...

Best items what you can use in CQs are Ancient bps you get from Sirius.
