PvP Planet (Not scheduled)

There should just be a PvP enabled world for each system, or something along those lines. There would have to be something to keep high levels from coming in and ganking everyone, maybe limit it to the system you're on? So if you're on say mizar, you couldn't come to vega's pvp planet and destroy everyone. There would have to be added benefits for going to this planet, or not very many people would.

I don't think it needs to be said, but no missions on these planets.
