Yes if it says Server are currently in Maintenance mode then the server is offline.

There is no planed testing so a long time. The server in maintaince mode is an auto massage so don't hold your breath waiting go play on the live server.

Will Draconis be tested before it comes live?

Yes they test all new content before they put it on the live server. But remember they tested sol for over three months, and they still have not started to make draconis. So again don't hold your breath!!

Im not im just new to PTR and wanted to know...

Beta testing sol was not open to public for to test. The testers were chosen and sent an email.
Only later it opened up for public test., and almost right after it opened up.
