How does the ptr work? cause i logged in to it and it was the same as my normal account, i had the same ship, exp, cryo and stuff, so does it transfer data from one server to another or what?

Its a server to test the new features for any bugs before they go live

The Ptr uses a backup to run it, in no way shape or form dose this benefit you the main game besides knowledge of what is coming and finding bugs so you don't encounter them in the main game. However, It is a great place to get knowledge.
