Poor Network Quality

why does my screen keep saying "Poor Network Quality"? sometimes it goes red and sometimes it goes yellow.

There are a couple reason to this happening.

1) your moden cache needs to be cleaned out.
2) your internet bandwith isnt high enough.
3) PG server is acting up or is about to go down" this is the common reason why it happens to me"
