New chat version

I wold like a system to turn of public chat, some people do not like to use it, some time chat is bugegd up and you get turned to public chat and you might get in trouble for saying something wrong, i woulg love a button to turn of public chat for my own. ^^

Would like to add this, a GM or staff member can only mute a pilot from public chat and private chat.
