Is PTR Up and how am I able to join?

Like the Subject says... is the PTR server up for everyone or must I send a application anywhere. and if I must where?

PTR server is open for any pilot but only is up when Splitscreen wish to test out an update for bugs and/or player feedback before the launching to the main servers.
To know when is up this is previusly announce on the forum & PG news atm this still down because there isn't a update for the moment to test
