If an free tournament is runing (Collosus is opened by the GMs and it gives no prices) then you can land everytime on Collosus as long as it is open.
If your mean the signing for tournament where you can win prices then it must be announced by Splitscreen that an tournament is coming and you could win prices (normaly the TR ships) then it will give an thread extra for the registration where you enter your Pilot Name, Rank (and when it still will be used) which Ship and Tech you use by the tournament. But like said the tournament must be announced from the side of Splitscreen and regulary every year is hold at least one tournament.
