How do we install/use a "Speed Activator Tech?"

I found a speed activator tech. When I go to hanger , I don;'t see a way to install it. It isn't, for example, listed in ship components. How do we install it?

I've read that you are a new player.

You need a Shock Class Ship. This ship class is the only one so far that can equip Speed actuators. Until further out in the game, the Hybrid Class will be presented to you, and there can be several of them that can equip Speed Actuator.

You probably have a Raider Class or the very first Tank Class ship.
