How do we do a server wide tell?

When we press the enter button, I can send a tell. Is this for a system wide tell or server wide tell? I think it is for the system; thus, how do I do one server wide?

Chat Channels:

Public = The star system you currently are in can see this channel.
Clan = Only the clan you are in can see this channel.
Alliance = Both clan and its alliance can see this channel.
Private chat = Chat with one specific player.
