I know this system need balance and it's not perfect but heh, balancing won't change anything on issues I would like to discuss here...
But it's planned to be an important part of the skull update that will maybe release before StarCitizen with a little bit of luck.
Let's start with the basic reminder that ladder is supposed to need both PVE and PVP activities to win, you're supposed to engage in all the content... But:
So on low populated servers the ladder will resume in PVE-only gameplay, the exact oposite of the ladder concept. Most of these issues are linked to the playerbase divided on multiples servers. Don't talk about do another account, I got a player that come from Trantor to Kalgan and you know what? Both servers are currently dying, I'm sure he's happy with his investment on time and money (he paid for ship/modules and membership).
I've been talking with another old player about it, apparently in the past OTB were giving ressources to enlisted players even if the conquest don't happen... Sound like stupid? No it sound like go enlist to claim it or go enlist to prevent other to get the reward for free... No instead we have for OTB 30 minutes to register and if you've waited for a conquest that don't happen the message is essentially "F*ck you, you waited for nothing lol", what a great way to reward players for spending time on your game...

- On Kalgan for instance, though we have enough players to do conquest, most of the population is too bad on PVP to enjoy it, so instead of trying and improve, they just don't go on conquest anymore, with the amount of player on this server, they can just deny the PVP part of the competition of the ladder, and that's exactly what's happening right now on the server...
- Oh Colossus you think? The one time per week PVP battle on randomly choosen tech, that supposed to be FFA but where people essentially come to trade kills with their friends or to hunt other on 4v1, then they leave the planet to prevent players to make point by killing them... Yes very peak PVP gameplay... Do I need to say that these PVE focused players come there to trade kills?
- Track PVE player down while they're farming? Fun at least, but useless, because the guy who farm PVE will still doing more WS than you during the same time of you trying to locate and go to his position...
