Since items are still on cooldown in orbit, does this mean the cooldown drone works in orbit now aswell then?

Easy to know.
1) Deactivate drone.
2) Go to surface. Activate an item with long cooldown. Go to orbit. Measure the cooldown time.
3) Activate drone.
4) Repeat step 2.
5) Compare results and post it here, please.
Done.
