Would you be happy with if these changes where made to the CQS?

I wanna suggest changes to the CQ system to get it back into shape and this is what I would like to see from it:

No Levies (Scrap them entirely)

Make it so that you can land without having to relly on the CQ ship but also keep it so that you can't actually win without them. EG you can't take beacons without a CQ ship but with my sugestion you can still land with or without the CQ ship.

Also make it so that on CQ worlds you only lose half of the normal amount of cryonite (so when you die you normally lose 500 cryonite on that death, at the CQ words you'd only lose 250 instead). On other planets this amount would not change though, it would only be a CQ feature.

Bring back CQ rewards, make the local system reward 5% and the neibourghing systems 2 - 3%. (This is cryonite reward just so ya know)

If CQs become monopolized by a single clan or alliance of clans then GMs will be able to intervene in any way they see fit short of using their GM powers. So they could go into a CQ world and if they wish help one of the clans if they are outnumbered, but they won't use their GM powers to win. This rule is only called upon if the CQs are monoploized for two straight weeks though so as to give things a chance to settle normally.

That's it so far, tell me what ya think... give your opinion good or bad I'd also like GMs and FMs giving their opinion on this but could you please use your normal player account so as not to influence anyone unnecessarily :)
