I have my pm mode on, but it doesn't show me on the bounty list and some other people are the same they are red but their not listed on the bounty system, it doesn't show to myself; where others can see themselves and also other people don't see my name on their list either. Everything is the same i can kill them, they can kill me. its just the point if no one can see that i'm red on the bounty list, then its not fair to them to where I can see them and where they are currently.

you first need a bounty before you come in the list
lol i actually talked to a gm and he said their fixing the problem. Plus you don't need to kill someone to go on the bounty, in the morning i just turned my pm on and i had an initial bounty of like 600 or something like that, so did other people when they turned on their pm. Know if your right, I also (i'm a rank 45 storm) killed a r45 storm, r60 tank, and a couple others just to see if i would get listed on the bounty list, but i never did.
