that percentage is the maximum number stored in one bite, that is probably the max they have allowed it to reach through bit restriction. also, that is bil, not mil. It didn't award because they haven't set a required amount so the default of 0 is used and is impossible as it would check to see if you are equal after you gain a point in it.
