If you would have scroled down an bit in the description you will see that it say you need 10 parts for the item...

this is the reason why i know by every event start how much parts are needed for an event item when it is on promotion too

It is clearly marked, it has been the same way with every shop item what has been for purchase with several bps, and packs, with ships, with drones, this is not the first time there is a scroll down bar.

There would not be any scroll down unless there weren't any text.
So imo most of the players have been, and is using Internet and knows what is, and how a scroll down bar works.
