The gap is 15 max ship or item rank. Example: for a Deluvian Gemini ship (R33) with any Gemini or lower tech doesn't get any war score from NPCs lower than R28. If you install a gold Mizar blaster on it (R43) the minimum rank of NPCs should be 38.
