Aside from that i think that this is not really an "issue" per se considering that you 1st need to buy the stuff and if sold it only gives 50% back.
If we would consider now only the ships you could purchase with the cap and no changed items we would end by the following (if the prices have not changed of course)
Vega = 3.119
Antares = 7.002
Gemini = 15.787
Mizar = 35.521
Sol =79.932
Total = 141.352 Cryo
So even if the clan would buy all CQ ships from Vega - Sol (Drac costs already 359k) it would make at max a value of 441.352 Cryo the Clan could achvie if max donations have been reached.
In case you want to claim "But they can purchase the Drac ship and then sell this as well" remember that this would require to buy at least the Sol ship 2x where 1 needs to be sold so that you can purchase the Drac ship to sell it for 179.825 Cryo again. It would still be a loss of 79,932 Cryo what would make in the end just a + of 99k so that at best the clan would end at ~230k for the selling overal what then makes ~530k they have and is not enough to come even close to the Siri Ship.
In terms of the Distribution IF it is set so that until 300k it is possible it means at best a member can only receive 141k or 230k that at 1st requires donations of either 282.701 (without the Drac Ship) or 722.265 (with the Drac ship)
